Behind the beaches and tourist brochures lies a ruthless network of judicial officials, government corruption, narco-terrorism, and systemic weaponized abuse that is destroying lives, businesses, and international trust in the country’s institutions.
I, Enzo Vincenzi, an American hotel owner and investor in Jacó, have become a direct target of this machinery of government corruption. What I allege is not mere harassment — but a coordinated campaign of false arrests, property theft, sabotage, and financial extortion led by high-ranking Costa Rican officials, including Public corrupt Government Fiscal Attorney Eduardo Mora Casconte of the Jacó Police Department.
A Weaponized Campaign Against Foreign Investors in Costa Rica.
On September 4–5, 2025, my property’s electric meter was tampered with and stolen, allegedly through a scheme orchestrated by Public Corrupted Government Fiscal Attorney Eduardo Mora Casconte and his co-conspirators. Within days, the national electric company — acting on false report — removed every meter from my property, leaving my home and business in darkness.
This was not an isolated incident. It was the fourth attempt to orchestrate my false arrest in less than two years — part of a broader strategy to criminalize me, destroy my real estate investments, and ultimately seize my real estate assets.
A Pattern of International Terrorism Government Judicial Officials Corrupt Narco Terrorism
What I and other United States Investors are enduring is not random misfortune. It is a deliberate pattern:
Defamation Slandering Discriminatory and Hate Discriminatory campaigns
driven by Corrupt Evil Demonic Government Judicial Officials Spasm of Greed, including attorney Yorleni Díaz and Jacó Mayor Francisco José González Madrigal. Tampering with Public Government Records in real estate, tax, and Judicial Officials corrupt Government Offices to erase ownership rights and fabricate charges.
Financial Exploitation, including the theft of a $35,000 Wells Fargo bank check.
Psychological Harassment and Discrimination, designed to silence whistleblowers and foreign investors.
The goal is simple: force expulsions, seize real estate properties, and funnel assets into the hands of narco-linked Judicial Government Officials with BLOOD ON THEIR HANDS
Costa Rica’s International Terrorism narco-linked corrupt Judicial Government Officials corruption is not just financial — it is lethal. High-profile arrests, such as that of Narco Terrorism arrested Judge Celso Manuel Gamboa Sánchez, have revealed how Judicial Officials used the courts to aid narco-traffickers, steal real estate, and facilitate murders in public. Children, families, and investors have all become victims of this weaponized public corrupted government system to rob real estate properties, and falsy arrest the owners of the properties on fabricated falsified criminal charges
This is Narco-Terrorism with corrupt Government Judicial Officials Complicity, and it has left blood on the hands of those entrusted to uphold justice.

A Nation Under Siege: The Unchecked Corruption That Has Turned Costa Rica into a Graveyard for Investors
Serious allegations have surfaced regarding corruption, forgery, property theft, and collusion with organized crime within the Jacó Police Department and associated corrupt government offices.
According to documents linked to case files Expediente No. 24-000196-0645-PE, 25-00017-0077-PE, and 25-000383-0645-PE, Fiscal Attorney Eduardo Mora Casconte is accused of unlawful actions amounting to forgery, theft by false pretenses, and aiding real estate fraud schemes. These accusations extend to claims of extortion, conspiracy, and links to narco-trafficking operations that allegedly target U.S. investors in Costa Rica, NARCO TERRORISM ARRESTED PUBLIC CORRUPTED Judge Celso Manuel Gamboa Sánche was stealing foreigner’s real estate properties, buyin judges’ verdicts, false charges on foreigners to get them expelled from the country then steal their properties.
Public records in the Jacó Municipality's Real Estate Tax Department name Mayor Francisco José González Madrigal as being connected to these disputes. Similar allegations have been raised against Francisco Eter Cruz Marchena, president of the San José College of Attorneys, and Fiscal Attorney Viamney Guzmán Alvarado.
Further implicated is OIJ Jacó Police Officer Donaldo Bermúdez Rodríguez, whose name appears in public records tied to these complaints. The controversy also references former Judge Celso Manuel Gamboa Sánchez, previously arrested on charges of ties to narco-trafficking. U.S. federal court records and DEA/FBI documentation reportedly include video evidence related to these matters.
If substantiated, these accusations would represent a profound breach of public trust, undermining Costa Rica’s legal system and raising serious international concerns about government accountability, judicial integrity, and the protection of foreign investors.
